Archived 12 September 2026Homeowners, designers and developers should use the current municipal forms and confirm how the local platform handles a new or early-stage case.
- The revised RJUE rules took effect on 1 October.
- National models and supporting-document requirements have changed.
- Municipal implementation is still local, so the responsible council remains the first operational check.
The reform changes process, not the need to comply
The revision aims to shorten and standardize parts of licensing, prior communication and information requests. It also shifts responsibility toward project professionals and later municipal inspection in some cases.
An exemption from prior control is not permission to ignore planning rules, technical standards, protected areas or the duty to notify the council where the law requires it.
Use the council's current route
Before submitting, download the municipality's forms again and confirm its digital or paper requirements. Some councils are still adapting systems, and the legal transition depends on when and how the procedure began.
For a purchase or building commitment, obtain a written planning position and professional review. A faster process does not make an unlawful alteration valid.
What you can do now.
- 01
Confirm the procedure and current form with the municipality.
- 02
Ask the responsible professional which transitional rule applies.
- 03
Do not start work until all required notices and controls are satisfied.
