Archived 12 September 2026The agreement may help municipalities revive projects that were not covered by the recovery plan, but it is project finance rather than a new national application form for households.
- The full financing line is €1.5 billion, with an initial €500 million tranche signed on 7 September.
- It is intended to support the construction or rehabilitation of around 50,000 social homes across Portugal.
- Municipalities identify the relevant projects through their Local Housing Strategies under the 1.º Direito programme.
- The announcement does not create an automatic allocation or a single new household application route.
What the agreement is designed to fund
The new European Investment Bank credit line gives Portugal additional long-term finance for public housing. It is aimed at homes already identified by municipalities through their Local Housing Strategies, including responses that could not be fully funded through the recovery plan.
The programme can finance new construction and the rehabilitation of existing buildings. The stated priorities include safety, accessibility, energy performance and better housing conditions for households that cannot secure an adequate home through their own means.
What a household should do now
This is a financing decision at national and municipal level, not confirmation that a particular home is ready or that a named applicant has been accepted. Delivery depends on the projects in each municipality, procurement, construction and the local allocation process.
If you already have a housing application, keep it current and ask the municipality which service manages supported housing and whether your record needs updated income, household or address evidence. Do not submit a second application solely because the financing was announced.
What you can do now.
- 01
Confirm which municipal service manages supported housing in your area.
- 02
Keep household, income and current-housing evidence up to date.
- 03
Ask about the local process and waiting-list rules rather than assuming the national total predicts local availability.
