Portugal has redrawn who counts as waiting for a family doctor
New primary-care figures separate people eligible for a family doctor from records that are inactive, overseas or missing the residence status required for allocation. The distinction does not mean a person should ignore urgent care or stop correcting an inaccurate record.

- On 24 August, 10,769,099 people were registered in primary care and 10,599,255 were classified as eligible for a family doctor.
- Of those eligible, 9,234,694 had a doctor assigned and 1,364,561 were still waiting, giving national coverage of 87%.
- A further 169,844 registered people were not classed as eligible, including some without a valid residence record, people living abroad, long-inactive users and those who opted out.
- If the record is wrong or incomplete, the practical response is to update it—not to assume that a headline has settled your individual access to care.
What the new numbers actually measure
The National User Register contains far more records than the number of people currently living in Portugal because it also preserves historical, visitor and other registrations. The revised classification is intended to distinguish active residents who meet the conditions for allocation from records that should not occupy a place on a family-doctor list.
The 169,844 people outside the eligible group are not the same as the 1.36 million eligible residents who are waiting for a doctor. Combining those two groups produces a misleading picture of both demand and coverage.
What a foreign resident should check
Confirm that the health centre has your current identity, Portuguese address, contact details and residence evidence where it is required. The ACSS says missing mandatory data can be corrected at an SNS health centre or hospital, and the record should then be reassessed under the applicable rules.
A family-doctor allocation is not the only route into the SNS. For a life-threatening emergency call 112; for clinical advice that is not an emergency use SNS 24 on 808 24 24 24. If a centre refuses a registration or update that you believe you are entitled to, ask for the reason and the correct escalation route in writing.
