Portugal approves the December pension supplement while the proposed IRS cut moves to Parliament
The pension payment and targeted fuel support have been approved by the Council of Ministers. The IRS reduction is still a proposal that needs parliamentary approval.

Archived 12 September 2026Pensioners can now see the approved payment bands, while workers should avoid treating the announced IRS rates as final until the law and withholding tables are published.
- The one-off supplement is due automatically with the December pension and does not count as income for the Solidarity Supplement for the Elderly assessment.
- The approved amounts are €200, €150 or €100, depending on the pensioner's total monthly pension income.
- The proposed IRS rate reductions would apply retrospectively from January 2026, but Parliament must still approve them.
- A separate €38 million fuel package targets defined transport, emergency and social-sector operators rather than every household.
What has been approved for pensioners
The Council of Ministers approved a one-off supplement to be paid automatically with the December pension. The amount is €200 for total monthly pensions up to €537.13, €150 above €537.13 and up to €1,074.26, and €100 above €1,074.26 and up to €1,611.39.
Eligible pensioners should not need to apply. The payment is not counted when assessing the Solidarity Supplement for the Elderly. Anyone whose payment is missing should first check the pension record and payment statement before using the relevant Social Security or Caixa Geral de Aposentações contact channel.
The IRS change is not final yet
The Government has proposed lower rates in the first seven IRS brackets, with the largest direct reductions in brackets two to five. The proposal says the effect would be retrospective to January 2026 and reflected in withholding from November, including the Christmas allowance.
This is still proposed legislation. Final rates, parliamentary amendments and the official withholding tables must be checked before changing a household budget. The fuel measures are also targeted: they include defined payments for freight, recovery vehicles, buses, taxis, firefighters and social organisations, not a universal rebate at the pump.
What you can do now.
- 01
Check the total monthly pension against the three approved payment bands.
- 02
Wait for the final IRS law and withholding tables before relying on a new net salary.
- 03
If claiming fuel support as an operator, confirm the formal eligibility and evidence rules.
