IN BRIEF

These are proposed measures, not final law. Parliament may amend them before the final vote, and a household's outcome depends on its income and circumstances.

  • The proposal updates IRS brackets, the specific deduction and the minimum-existence threshold by 3.88%.
  • It sets a €970 national minimum wage, a €720 CSI reference amount and public-sector pay growth of €60.52 or 2.30%.
  • General debate is scheduled for 27 and 28 October, with the final vote scheduled for 24 November.
01

What is in the proposal

The Government estimates around €550 million in IRS relief. It also proposes not applying the annual inflation update to alcohol, tobacco and fuel excise rates, while maintaining the current fuel-tax relief.

The figures describe the Government's starting text. They do not establish one person's 2027 net pay, pension or tax bill, and they may change during parliamentary consideration.

02

Follow the law, not the announcement

The proposal now moves through general debate, committee scrutiny and detailed votes before the scheduled final vote. Measures normally take legal effect only after the enacted Budget and any implementing rules are published.

For household planning, keep a provisional 2027 scenario and update it after the final text. Taxpayers with cross-border income, businesses or complex deductions should obtain advice based on the enacted rules rather than this summary.

WHAT TO DO NEXT

What you can do now.

  1. 01

Treat all announced amounts as proposals until the final law is published.

  2. 02

Check the final Budget after the 24 November vote.

  3. 03

Calculate your own position from the enacted rules or qualified advice.
