Portugal keeps the 2027 national minimum wage at €970
The Government is retaining the agreed €970 gross monthly national minimum for 2027 and says a higher figure would require a new social-partner agreement.

Archived 12 September 2026The figure helps workers and employers budget, but it is a mainland national floor. Regional minimums, sector agreements and individual contracts can set a higher amount.
- The national minimum is scheduled to rise from €920 in 2026 to €970 in 2027.
- The €970 path comes from the 2025–2028 tripartite wage agreement.
- Madeira and the Azores set regional minimum wages separately.
The existing agreement remains the baseline
The 2025–2028 tripartite agreement set a progression from €920 in 2026 to €970 in 2027 and €1,020 in 2028. The Labour Minister said a higher 2027 value is not currently being adopted without a new understanding in social dialogue.
The figure is gross monthly pay under the Portuguese salary structure. It does not describe net pay, the annual total or the cost to the employer.
Check the rule that actually covers the job
Collective agreements, regional rules and a written employment contract can all produce a higher floor. Benefits, meal allowance and overtime do not automatically replace the required base wage.
Employers should wait for the implementing legal instrument and update payroll from its effective date. Workers should compare their base-pay line, hours and applicable agreement rather than relying on the headline alone.
What you can do now.
- 01
Check whether a regional or collective minimum applies.
- 02
Budget using gross annual pay, not only one monthly figure.
- 03
Review the implementing decree before changing payroll.
