November payslips will reflect Portugal's new IRS rate cut

Archived 12 September 2026A lower deduction can raise take-home pay, but withholding is only an advance payment. The final tax position still depends on annual income, household circumstances and deductions.
- The first and sixth IRS rates fall by 0.3 percentage points; rates from the second through fifth bands fall by 0.5 points.
- The Government says the lower withholding will apply from November and give effect to the 2026 reduction.
- Normal rates in the seventh through ninth bands do not change, although the progressive structure can still pass some benefit upward.
What changes on the payslip
The approved annual-rate cut reaches almost three million households. The Government says November withholding on salary and the Christmas bonus will reflect the measure, which has effect for 2026 income.
The amount is not a universal monthly figure. Pay, pension, household status, dependants and the applicable mainland or regional table all affect what is withheld.
Withholding is not the final bill
A smaller deduction now does not guarantee the same-sized refund later. The annual return reconciles taxable income, deductions, tax already withheld and any payments on account.
Compare November's payroll line with the official table when it is published. Ask payroll to correct a wrong household status or table rather than treating an online example as a personal calculation.
What you can do now.
- 01
Check the IRS line on the November payslip or pension statement.
- 02
Confirm that payroll holds the correct household and dependant details.
- 03
Use the official table or a qualified adviser for a personal calculation.
