Housing project licences fell, but the number of homes licensed increased

Portugal issued 9,836 licences for housing construction and rehabilitation projects in the first half of 2026, down 6.9% year on year, while the homes covered by licences rose 4% to 22,216.

Why the two figures move in different directions

One licensed project can contain many homes. A fall in the number of licences alongside a rise in the number of dwellings therefore suggests that the average approved project contained more units than a year earlier.

The AICCOPN summary also reports 20,403 homes licensed in new construction in the North during the 12 months to June, up 17% year on year. Regional growth still says little about the exact municipality, price band or delivery date a household needs.

What the pipeline does and does not tell you

After licensing, a project may still face financing, construction, infrastructure and sales stages. Some approved homes will be delayed or changed, and some will not become long-term rentals.

Use licence data to understand the direction of supply. For a live housing decision, check the specific development's permit, construction progress, legal documentation, expected completion terms and protections for money paid before completion.
