Household confidence fell again in September
INE says consumer confidence declined in August and September as households became more negative about the economy and their own finances.

Archived 12 September 2026The survey is a warning about household sentiment, not a prediction that every family or business will make the same decision.
- The consumer-confidence indicator fell in both August and September.
- Expectations for Portugal's economy and household finances weakened.
- A confidence survey measures opinion rather than actual income or spending.
- Personal decisions still need a current budget and individual evidence.
What the indicator can tell us
INE's monthly survey combines households' views of their financial position, the national economy, unemployment and saving. September's decline followed another fall in August, reversing part of the earlier improvement.
Sentiment can affect decisions about large purchases and saving, but it is not the same as a recession measure, a wage figure or a forecast for a particular business. The indicator should be read alongside employment, prices and household circumstances.
Use it as context, not as a personal verdict
A household considering a move, mortgage or business commitment should stress-test its own cash flow against higher costs and weaker income rather than react to one survey line. Keep an emergency margin and identify which payments can change.
Small businesses can compare enquiries, confirmed orders and late payments with the wider signal. That provides a more useful operating view than assuming all customers will behave like the national average.
