Portugal appoints the team that will draft a Construction Code
A government order names the public bodies and professional representatives responsible for preparing a consolidated Construction Code.
Archived after its publication day. Search retains this original briefing for background and accountability.
Archived 12 September 2026The new group begins drafting work; it does not replace today's planning, licensing, fire-safety or technical rules. Owners and professionals must continue to use the law currently in force.
- The initiative is intended to consolidate legislation now spread across many instruments.
- The working group includes government, public-authority and professional representation.
- Existing building and urban-planning rules remain applicable until new legislation is enacted.
A drafting body is not a new code
The official order identifies who will prepare the proposal and responds to long-standing concern about fragmented construction legislation. The group must still do the technical work and the resulting text must pass the required legal process.
No permit, project requirement or professional responsibility changes simply because the group has been appointed.
Current projects should not wait for assumptions
For a purchase, renovation or new build, ask the municipality and qualified project team which rules apply to the actual property and application date. Keep written records of licences, drawings and technical responsibility.
Later transitional rules may decide how a future code affects work already under way. Until they exist, promises about automatic simplification or approval are premature.
What you can do now.
- 01
Use current municipal and national rules for active projects.
- 02
Ask qualified professionals to document the rules applied.
- 03
Follow official publication rather than predictions about the future code.
