Portugal's growth outlook improves, but the budget margin remains narrow
The Public Finance Council now expects the economy to grow 2.2% in 2026 and the state to record a 0.2% budget surplus, before moving into deficit next year.

Archived 12 September 2026The outlook is stronger than the council's April estimate, but it is a national scenario rather than a promise about household income, tax bills or business demand.
- The council raised its 2026 growth forecast from 1.6% to 2.2%.
- It expects inflation of 3.2% and a budget surplus equal to 0.2% of GDP.
- Its unchanged-policy scenario moves to a 0.2% deficit in 2027.
- The forecast does not include every announced measure whose detail or financing is incomplete.
What the new forecast says
The independent Public Finance Council expects real GDP growth of 2.2% this year, up from the 1.6% it projected in April. It also expects public debt to keep falling, reaching 79.8% of GDP by 2030 if its assumptions hold.
The same scenario shows little room for error. A 0.2% surplus in 2026 becomes a 0.2% deficit in 2027 and 0.5% in 2028. Forecasts can change with energy prices, external demand, policy decisions and revised data.
How to use it in a real plan
A national growth rate cannot tell a household what rent, salary or tax it will face in one municipality. Keep income, housing, transport, childcare, energy and tax as separate budget lines.
For a business, compare the national direction with the demand, financing and staffing conditions in its own sector. Treat the forecast as context, then make commitments from cash flow and signed terms.
What you can do now.
- 01
Update the assumptions in your household or business budget.
- 02
Stress-test costs against higher inflation or weaker income.
- 03
Use confirmed contract and tax details for the actual decision.
