Archived 12 September 2026The figures are a parliamentary proposal, not a promise of an appointment or a final service budget. PRR timing also affects simple year-to-year comparisons.
- Proposed health expenditure is €17.858 billion for 2027.
- The comparable 2026 figure including PRR is €18.1259 billion.
- Personnel expenditure is planned to rise by 5.2% to about €8.2 billion.
Read the comparison carefully
The proposed total is about 1.5% below the 2026 figure when temporary recovery-plan funding is counted. That does not mean every service or ordinary budget line falls by the same percentage.
The proposal also sets objectives for more primary-care and hospital consultations, family-doctor coverage and a national access system for consultations and surgery. Targets still require implementation, staff and enacted funding.
The proposal can still change
Parliament will debate and may amend the State Budget before the final vote planned for 24 November. Final appropriations and later execution reports are the stronger evidence of what services receive and spend.
Patients should continue to use their current health-centre, hospital and SNS channels. A national budget proposal cannot resolve or predict an individual waiting-list position.
What you can do now.
- 01
Treat the figures as proposed until the Budget becomes law.
- 02
Follow final appropriations and execution, not only headline totals.
- 03
Use current SNS channels for an individual care question.
