A single appointment can now cover three essential Portugal numbers
Eligible foreign residents can request a tax number, Social Security number and SNS user number together at a limited network of Citizen Spots.

What can be requested together
The public-service portal now describes one in-person request for three identifiers used repeatedly in Portuguese life: the NIF for tax matters, the NISS for Social Security and the national health-service user number. The benefit is a coordinated application, not a merger of the three systems.
Each authority still decides the record within its own rules. Receiving a number identifies a person in that system; it does not replace a residence permit, employment contract, health-centre registration or proof that the SNS will assume every healthcare cost.
Who the route is designed for
The combined route is for foreign nationals with a Portuguese address who do not hold a Portuguese Citizen Card and fit one of the status groups listed by the service. Those groups include EU nationals and people who have applied for or obtained specified residence or international-protection status.
A visitor, a person still planning the move from abroad or an applicant without the required address evidence may need the separate route for each identifier. Check the eligibility wording for the actual person, including children and represented applicants.
Prepare one consistent file
Take the identity document, Portuguese address evidence and immigration or nationality evidence requested for the relevant status. Names, dates and addresses should agree across the documents. Representation requires the formal authority described by the service, not merely an informal message.
The network is limited, so confirm that the chosen Citizen Spot provides the combined service before travelling. Opening hours and appointment arrangements can differ even within the same public-service network.
What happens after the numbers arrive
Use the NIF for the tax tasks relevant to the household, confirm the NISS with an employer or Social Security process, and complete the health-centre registration needed for ordinary SNS access. Keep the issue notices because a number may be created before every connected record displays correctly.
If the combined route does not cover the case, do not wait for it to expand. The tax authority, Social Security and health service continue to publish separate application paths.
